Survey 2006
A survey of knowledge and practice on stormwater treatment by RCAs was undertaken at the end of 2005. The objectives were to identify a range of stormwater treatment devices in use, monitoring occurring and any current or emerging issues at that time. Questionnaires were sent to both the road asset manager and stormwater asset manager at each of the 73 territorial authorities then existing, and to the seven regional offices and three sub-regional offices of Transit NZ. Returns were received from 64 of the territorial authorities, but very few returned questionnaires from both road asset and stormwater asset managers. This had serious implications for the analysis of the data provided by the survey, because the small fraction of the survey where it was possible to compare returns for the same system from the different asset managers revealed remarkably different data being provided from each. Apart from any other conclusion about the potential reliability of other returns, this suggested that the lack of communication and collaboration between the asset management teams still remained an intractible problem for some territorial authorities.
