Road Lighting 

Draft standards for Road Lighting have been released for public comment by 22 October 2008.  The document can be downloaded from the Standards NZ website.

'I started coming to the RCA Forum because Graham Weld wanted some elected politicians present.  The August 2008 RCA Forum is the third I have attended.  I have found them surprisingly worthwhile.  They strike the right balance of technical, strategic and political.  Even the technical stuff is not incomprehensible if you have any interest in roading at all.  Good input from LGA, MoT, and NZTA and the networking opportunities are excellent.

I would certainly recommend any other elected representative with an interest in, or responsibility for, roading to consider attending'.

Welcome to RCA Forum

The Road Controlling Authorities Forum New Zealand Inc (RCAF or RCA Forum) is a closed, non-political group with representatives from the 73 territorial local authorities, the Department of Conservation, Land Transport New Zealand, Local Government New Zealand and Transit New Zealand.  Since 1 August 2008 Land Transport New Zealand and Transit New Zealand have become the NZ Transport Agency (NZTA).

The RCAF consists of the Executive, comprising Convenors and representatives of the member organisations, as well as the individual members from the 73 territorial local authorities.

The purpose of the RCAF is to exchange information and provide updates on working groups, legislation, standards and guidelines, highway and procurement strategies and other issues relevant to road controlling authorities and the other member organisations.

As the RCAF is an Incorporated Society it works to a set of Rules.

The RCAF also has a Strategic Plan.

The RCAF Vision is to ‘Assist Road Control Authorities to make informed decisions’.  This is achieved through the three ouput areas displayed underneath, each with its own Convenor:

Asset performance monitoring Research & guidelines Working groups

The Asset Performance Monitoring Working Group (APMWG) is charged with creating a high level set of benchmarks for Road Controlling Authorities that:

  1. Show progress against the objectives of the Land Transport Management Act
  2. Drive and demonstrate continuous improvement in best practice.

The Research and Guidelines Group (R&GG) objective is ‘To be the acknowledged source for industry research and development of guidelines relating to asset ownership’.  The group is working to achieve this through the following key result areas:

  1. Capture user requirements
  2. Screen and research guidelines
  3. Develop new guidelines
  4. Improve the quality of the database.

Working groups are established as required to work through issues and problems with all relevant parties represented around the table.  Their work is reported back to, and endorsed by, the RCAF.  This includes preparing agreed guidelines, codes of practice and other publications, and running workshops and seminars.  More »
