Background to the Project
The document was developed as a companion to the New Zealand Transport Agency (formerly Transit New Zealand) CoPTTM for local road situations where the CoPTTM state highway standard solutions were not appropriate. It incorporates policies and practices to cater for the greater majority of works, events, and activities that local authorities are responsible for as stewards of the road corridor.
A project team was established by the RCA Forum under the leadership of John Sutton (New Plymouth DC) and Ian Marshall (then Southland DC , now QLDC), with project team members coming from across the country, and representing the broad range of urban and rural authorities. The project team produced the Supplement in liaison with Transit New Zealand ( now NZ Transport Agency) and key stakeholders such as RCAs, contractors, utilities, SPARC, and other national agencies.
Development assistance was provided by Training Aspirations Ltd, Stella Associates Ltd and John Boyson Consulting Services Ltd.
